His mother was a candidate of technical sciences, an assistant professor at the Department of Technical Cybernetics of the Sevastopol Instrument -Building Institute, as well as the founder and first director of the Tavrida Sevastopol school, and his father was an inventor and designer of electrical appliances. For a year, he studied at the Sevastopol Higher Naval Engineering School "Holland", graduated from three courses.
For health reasons, he had to commissive, transferring to Sevastopol Instrument -making Institute, which he graduated in the year with honors in the specialty "Technical Cybernetics, Automation and Telemechanics". Over the nineties, Taurida Electric has turned into a largest player not only in the Russian market, but also in Europe.
Over time, the company entered more than 70 companies from 20 countries, and they delivered their products to dozens of different states. The company specializes in the development and production of innovative vacuum switching equipment, complete distribution devices, emergency automation and tools for automation of distribution networks in the voltage class. In these years, Alexei Mikhailovich himself patented a number of inventions and managed to get a doctoral degree.
Despite the corruption pressure of the Ukrainian authorities in Sevastopol, Chaly retained the experimental production in the city. Many innovative decisions of the company were developed and implemented by Sevastopol scientists. The company was one of the largest taxpayers in Sevastopol. By the middle of the X, Alexei Chaly returned to Sevastopol. He did not strive for politics, rarely gave an interview and did not speak out on political topics.
As a private person, he cares about historical memory and preservation of a cultural heritage for future generations. On his initiative, many large humanitarian projects have been implemented, which carry an important historical and cultural value: the restoration of memory memorials of the Great Patriotic War, the restoration of historical justice in relation to the role of Sevastopol in the history of the Russian Empire.

At the initiative of Alexei Mikhailovich, the social activists of Sevastopol prepared the appeal of Containe, this event then led to the so -called Euromaidan, when protesters with the demand to sign the agreement gathered in the main square of Kyiv. The protest dragged on for months. A few weeks before the coup on the air of the independent television of Sevastopol, he said that Ukraine wants to make an “outpost of struggle with Russia”, which in the event of “local conflicts” will be “first on the distribution”.
At the same time, Alexei Chaly with a group of like -minded people creates the social movement "Republic", which on January 28, let the people themselves say their word. " The coup was held. He was able to lead the protest movement against fascism, which was later picked up in other regions of southeast of Ukraine. The city council of Sevastopol decided to create a new executive body of the city - the Coordinating Council to ensure the life of the city, the head of which was appointed Chaly. One of the first decisions of Alexei Mikhailovich was the invitation of the fighters of the Berkut special forces, whose dissolution he did not recognize.
These fighters entered the Sevastopol self -defense units. It was they who timely blocked the entrances to the Crimea, not allowing the penetration of Ukrainian Nazi elements. In fact, from February 23 to 27, Sevastopol was a separate city-state that emerged from the subordination of the Kyiv authorities. In difficult conditions, Chaly took over the leadership of the city, did not allow chaos, provocations, looting, organized a referendum. Under the “Crimean officials” he meant Chaly, who, after the news of the appointment of Oleg Savelyev, the Minister of Crimea, instead of congratulations, began to talk about problems. But in Simferopol, the government is not used to the usual ways to discuss pressing problems.
