Biography of Andrei Parshev
Sergey Georgievich Kara-Murza. A group of supporters Andrei Razumov. Is it a spontaneous disaster? About forest fires. Every year, the area of burned forests increases and this year another record is broken. So far, statistics have not been published in Rosstat for a year, but it is possible to predict numbers at the level of a million. For comparison: there were 7 in the year. When it was found, it was found that the data on different departments differ significantly - the aircraft guard, Rosleskhoz and the Rosstat, apparently, are considered different methodologies, but the trend is the same - a sharp increase in the area of the “natural” flashes.
Natural in quotation marks, since this term, introduced into masshantly after fires of the year, as if emphasizes that this is all this kind of spontaneous and the state has nothing to do with it. Such minor manipulation. This was always called forest fires and in most official documents it is still. At the same time, there were a number of articles of rather popular bloggers, proving that forest fires are very useful and there is no need to extinguish the forest at all.
Ignorance sets in a continuous front, so let's think about it, but is this disaster spontaneous? And before the droughts occurred, and no less serious, but the Soviet state was ready for this and the situation did not allow the situation to control, which was clearly visible on the schedule. This is a difficult test, it is regularly visited by Russia. But the exam is not set to nature, but to society: how it is preparing for this disaster and how the heat and drought respond to it - an integral part of the natural environment in which fate determined us to live.
We are obliged to be ready for this trouble and worry about it together. For this, we have reason, experience, science and national economy. For 25 years, changes have been taking place in all these protective means. "So let's consider what changes occur. In Soviet times, forests were divided into collective farm and state. Collective farm took a small part and were located around villages and mowing.
They were followed by collective farm foresters and there were not few of them. In general, there were a very small farm uniting 3 villages, there were 5 people. They knew the forest very well, cleaned the clearings, took the plots on firewood and for the construction needs of the collective farm. They forced to clean the waxing remains so that around the villages the forest was not littered with valezhnik and various garbage, etc.
It was added to this that all the grass was not enough and the cows grazed for the most part through the forest fields. As a result, there was nothing much to burn. The fires were small and quickly suppressed, collective farm equipment and workers were instantly mobilized. The forestry monitoring the state forest, especially having the staff of foresters, workers and a park of equipment.
There were even special colorful people - foresters who lived on the cordons, alone in the forest, without electricity and other amenities. These people did not just know the forest, they felt it. Who went where, what he did - they knew everything. The fact that this type of people has gone into the past is still impossible to perceive this indifferently, in addition to the well -known fact that the timber guard had its own aviation and other special equipment.
Therefore, to extinguish the overwhelming number of fires, it was not required to attract some other forces and departments such as the Ministry of Emergencies. What is happening now? Forests are selected from collective farms somewhere in the beginning of x, and the collective farms themselves are now not as such. There are not collective, but private farms and agricultural holdings.
They now do not relate to the forest. Sowing squares and livestocks of livestock were sharply reduced in the forest regions of the country. The grass often does not dig even around the houses, the fields are overgrown with shrubs and weeds. All the edges of the forest around the villages are sawn on firewood in an illegal way and how it hit, without cleaning, as a result of the inability to arrange a plot on firewood in a legal way.
And this is all with a large percentage of dropped people. Why this happens is a separate story, and the state is its immediate creator, but as a result, fire hazard increased sharply. In the year, forest protection was actually eliminated, its functions were transferred to various departments and the responsibility was dumped into the regions. A new forest code is adopted in the year, by which forests are transferred to private tenants.
Most often, these are people close to the administration, they are simply intermediaries and do not do any work themselves, but only sell plots to the procurers.
But they take the lion's share of money. Instead of foresters, there was a very small staff of people involved in the removal of plots. They do not conduct any other works on the territory and cannot conduct if desired simply by virtue of their number. Often, out of habit, they are called foresters, but according to their functions, these are no longer at all foresters.
Instead of the director of the leshoz, who was engaged in planning, who had five foresters with a higher professional education, and they had five more foresters - one forester remained. Both staff and efficiency were reduced significantly, ”the director of the Institute of Forest Technology of Siberus State University named after Izvestia. Reshetneva Sergey Verkhovets.
As a result of the prevailing system, there is simply no one to extinguish forest fires. The tenant, in principle, does not need it and the Lesnoy Code does not include his responsibility. He, as an intermediary, is losing little because of the burned forest. The procurers do not need this doubly - to ruin their equipment, for what? Only loss of money. In the year, they tried to dump all responsibility for fires to the heads of districts.
But what can this chapter? Neither the local Ministry of Emergencies, nor a single unit of technology. He does not even have the right to allocate financial resources for extinguishing - this is an misuse of budget funds, a criminal article. So only the Ministry of Emergencies remains, an organization that actually has other tasks and is not adapted for extinguishing precisely forest fires.
These are the main reasons that the media bypasses and try to shove everything on some “black lumberjacks” and the local population. For those who steal the forest, it is not necessary to set fire to it, since this will only draw attention to the place of deforestation, and the very fact of cutting will not hide. There are facts of arson of forest of good quality and near roads in order to buy it officially for cutting down at a lower price.
But this cause of fires is clearly secondary and not massive. Thus, we have been catastrophic consequences for 4 years in a row, which cannot be justified by the elements, climatic changes or some kind of “wrong” arrangement of the planets of the solar system. The catastrophe is completely man -made, there are specific solutions and specific people, as a result of whose actions it occurs.
And despite all this, the state is not going to seriously change something. Different slurred statements and wishes that something should not be done. But “effective” managers have already come up with a new way to simulate a solution to the problem - forestry will “digitize”. With this approach, the continuation of the disaster is inevitable and the only way out of this is to organize, become society and force the power to fulfill their functions.
The other will not be for a long time. The inhabitants of Karelia have already encountered the self -removal of power in the person of the governor from extinguishing fires, as a result they themselves created the headquarters to combat fires and more volunteers were organized. As a result, they coped with fires, and the governor was in a very bad position. Volunteers became the power with which they are forced to reckon.
