The first chief architect of the Russian Crimea, Alexander Kuznetsov, chooses the Barcelona reconstruction system for Crimean cities. In the past, the chief architect of Yeisk, Gelendzhik, a member of the Union of Architects of Russia, Honored Architect of the Kuban, now the deputy minister of construction and architecture of the Republic of Crimea. In an exclusive interview with the Crimean Journal, he told how he sees the development of the peninsula.
Have you scared the scale of the tasks? I managed to take into account the colossal problem not to break, not to make my legs. I am bastard from this because I am a creative person! Officials are torn here, work - and leave. They leave not because they are bad, but because the Crimeans, in spite of everything, have a Caucasian mentality, that is, a special attitude towards the “newcomers”.
It will be processed for several more years. On the other hand, they are southerners, like me. I am Kuban is nearby, I am like not federal. The economic situation here is similar. Yes, it's complicated. But in Gelendzhik, we had been enough for fifteen years to put everything in order. Urban planning does not appeal in short terms. How can Simferopol be remade for five years if it has been built for centuries?
And sanctions also affect. The economic situation in the country is affected by the effectiveness of the implementation of the federal target program. By the way, the task of the FCP is to prepare the investor for investment, so that there are energy, roads, and social cultural. Crimea has always been investmently attractive, and the FCP will make it profitable for investors.
But even if all these puzzles turn out and in the near future the sanctions will be canceled to some extent, the economy will go to the rise, the FCP will advance, you still need ten to twelve years. It is clear that there are things that need to be done right away. For example, to clean. Let the Crimea are still poor, but should be clean! Everyone will be forgiven us, everyone understands that for twenty years they are thrown back.
But no one will forgive us dirt, stickers everywhere these terrible small ads. Because the sticker of a small ad is a symbol of poverty. Can we get it? Ukrainian general plans were a different type - from my point of view, it was a documentation designed simply for the design of the land, and nothing more. Our task now is to create such a city -demonstration. It includes the rules of improvement and land use, which can clearly determine all the details: the height of the fences, the color in which you can paint the facades, up to which flowers are planted.
That is, it is necessary to develop standards that have not been here before. In Italy, in Rome, it is impossible to repaint the shutter without the permission of the chief architect ... You need to wait until you personally identify the artist, he will come and paint the shuttle as it should. And we must be a beautiful region-the development of the resort and sanatorium complex depends on this.
Because the tourist arrived-and he must see something that will not see anywhere. Let this be invented uninterigession of medieval architecture, as in Dubrovnik, in Croatia, or, say, in Morocco, where houses made of burned brick. And we do not need to invent anything - everything has already been invented before us. The task is to find a uniform system.
I can calmly say it, because I did it when I was the chief architect of Gelendzhik. We proposed an understandable shape: white bottom, red top. White walls, red tiled roofs - clean, beautiful, Mediterranean style with local elements of architecture. Crimea here so far wins only its territory and environment, no more. The meaning of city -demonstration is so that people who live in the region have the opportunity to earn well.
Where each element should work both on a tourist and a local resident. Take a resort pike perch. What is his chip? It is clear that in the medieval fortress. And if you promote a pike perch around the fortress in this style of the Middle Ages, the city will develop as a “historical” resort. Everything can be offered to tourists, up to the ridiculous - before leaving for the Ukrainian border.
And what, put the towers there so that tourists are photographed against the background of the border. It’s like South Koreans carry tourists to the border of South and North Korea. Of course, I talk about this with a share of humor, but why not? After all, the main orientation of Crimea is, of course, tourism. For example, a monument to a building block from a shell.
I am non -named, I saw a shell, from which everything is being built here. What do you think he is worthy of the monument if Crimea is being built from it for three thousand years in a row?! There is no such thing in the world yet. I took this idea in Rome, where coins are thrown into the Trevi fountain. Once a year they are collected, and they go to the reconstruction of the fountain, a very large amount is going to.
Do you need to win the transport collapse? All European cities live like that, and there is no problem there, if you arrived from the village, leave the car at the entrance to the city and go by public transport, knowing that it is going every five minutes. This is much more convenient than standing in traffic jams and leaving a car in paid parking lots in the city itself.
It is clear that there will be more and more cars. But our cities are not rubber!Buying sections to expand the roads is not an option. It is very expensive. However, the solutions are quite understandable. The first is taxes on large cars. Where two large cars become, you can put four small ones. Do you think Europeans just refused large cars? No, the taxes were forced. Sometimes I consider Crimea as a single city.
So I will tell you that, in principle, a good transport system was made in Soviet times. And now she looms - this is the future Tavrida highway. The peculiarity of Crimea is that when the peninsula moved from Ukraine to Russia, along with this, the transport system changed. She was vertical, became horizontal. There was no one in the world anywhere. The mass of the islands passed from one possession to another, but there were no such technical changes to the worked out transport system.
This is breaking. Yes, it is difficult, but solved. Starting the reconstruction of Krasnodar, on behalf of the Governor of the Krasnodar Territory, we did a job called the “Concept of Development of the City Center”. The program "Krasnodar - the capital's appearance" was based on the program. Billions were aimed at this, and the majority like the result today. So I took the Barcelona reconstruction system as a basis.
Barcelona is considered one of the most beautiful cities in the world, which can calmly compete with Paris, Milan, London. But, unlike the rather progressive development of these cities, Barcelona became very sharply such a beauty. Projects were completed that were actively discussed with the population. Then a comprehensive reconstruction program was developed, for which, by the way, Barcelona received a “gold palm branch” at an architecture exhibition as the best reconstructed city of all times and peoples.
The Barcelona reconstruction system, among other things, involves the breakdown of the center. We understand: who lives in the center is the happiest people. There is everything in the center. The Barcelona system involves a breakdown into cultural subcents, that is, each residential array, each education forms its own subcenter with an equally interesting system of improvement.
This is very cool for convenient residence. I see Simferopol so. I made them. Investors come to conclude multi -billion dollar transactions with the Crimea and, if our streets, broken facades, garbage can be seen, may think: to invest here one and a half billion or three billion ... or it is better to give nothing at all. There is an American proverb that I really like: the beginning of any success is success itself.
