Why do we need trade unions? This question is answered by the chairman of the trade union center of the Kostanay region, Irina Aronova, is a unit of the Federation of Trade Unions of the Republic of Kazakhstan, which, in turn, is a full member of the International Confederation. If we talk about the number of members of trade unions in the country, then this is the largest public organization, in which about 2 million people consist.
Each industry or local trade union has both large primary organizations of the PPO and small primary primary. Trade union organizations at these enterprises are an example of the development of social partnership. As for budget organizations, they are also numerous and already have a systematic work. And there are such as, for example, the union of trade unions of small and medium -sized businesses - it is the smallest, and this is a large field of activity for us.
Here, employers are reluctant to meet their employees, because the creation of trade union organizations is always certain requirements: compliance with the legislation to pay wages, work schedule, and other nuances. 30 PPOs were created in the year, and this year - another 15 with coverage of more than a thousand workers. We have not yet been involved in the trade union movement and not to the end - the sphere of small and medium -sized businesses.
For example, at a large enterprise as the Bayan Sulu, there was once a trade union, the current leadership has an understanding that this public institution should be recreated, at least, we hope for it. Moreover, we try to bring information through the media that trade unions are not only the support of employees, but also the employers themselves. Unfortunately, not all employers understand the importance of creating a trade union, but this is a public institution that works on the settlement of so many issues.
And here there should be mutual interest. That is, there are more entertaining moments ...-a decrease in social tension, the prevention of labor disputes, safe labor, improving wages-this is what trade unions do primarily. This is the range of issues that the tripartite commission considers: representatives of the employer, we, as representatives of the employee and the executive body.
Such commissions operate at the regional, city and district levels. For example, the project “How do you live, primary? Another project is the roadmap "For safe work". The main thing for us is to ensure the safety of each person at his enterprise, so that there are no accidents. But, unfortunately, they are still there and, moreover, growth increased and is 82 cases against 79 last year.
Thanks to this project, we introduce effective methods and approaches to security management. It is important to participate in the members of the trade union as technical inspectors who monitor labor safety and evaluate jobs. Our public reception uses a variety of work methods in resolving labor conflicts. For example, 2 years ago, we concluded a memorandum of cooperation with the city court - it is at this level that labor conflicts are increasingly being considered.
And now this practice: independently, because there is a trade union at this enterprise or not, the courts necessarily invite us to proceedings to violate the interests of workers. We act as a third party on the side of the employee, including in appeal authorities, which is very important. We help to draw up documents, appeals, that is, it is full legal assistance.
Since the beginning of the year, the courts examined 15 civil cases involving our specialists, of which 11 cases were allowed in favor of the employee. Citizens from various fields of activity, as well as people with special needs, contact us - the trade union center does not refuse anyone. So, over the year, both our regional and industry trade unions held 49 training seminars, they were visited by more than 7 thousand people.
Legal education today is required - time itself requires such an approach to the activities that we are engaged in. A collective agreement is the basis of the foundations on social partnership. It is here that when making decisions to include certain norms, very many problematic issues are resolved, if they are in production. And moreover, it is through him that there is additional significant social support from the employer.
It just indicates several tasks that you have to work on the next years. This is a methodology for establishing the size of the minimum wage with the exception of the unreasonable use of the basic official salary when calculating wages - the problem has existed for a long time and is not solved. In addition, we will work on the concept of indexation of wages with the definition of its main criteria.
It will be necessary to work out the mechanism for calculating the MZP, which is still not there, although international calculation standards exist.This is the establishment of the maximum level of the ratio of the salary of the head and ordinary workers in multiplicity from 1 to 10 and no more - we want to lay this norm to the Labor Code. It is also necessary to work on the size of social benefits for temporary disability, so that this is differentiated - from 60 to percent of the average wage of the employee, depending on his experience.
Now this manual leaves much to be desired ... It is necessary to work on the methodology for calculating increasing industry coefficients that classify working conditions by the degree of harmfulness and danger - there is also a lot of unclearness. That is, industry coefficients are not taken into account in many industries, but should be in order to correctly pay for work. In general, the goals of our trade unions are unchanged-this is the representation and protection of socio-economic, labor, collective and individual rights and interests of trade union members, the development of social dialogue in the framework of social partnership, strengthening trade unions at all levels, starting from the primary and ending the federation.
It is she who does a lot to consolidate the trade union movement, so that people feel care of themselves.
