Julia Saenko’s judicial lawyer was able to protect thousands of families throughout Russia from losses of houses and land. Cases from her practice have become a reason for changing federal laws. We tell the prize laureates conducted by the editors of Irk. A lawyer from the province is taken to protect the residents of the country village from civil servants who do not recognize the right of private ownership of land and requiring people to demolish houses.
In the process, it turns out that similar claims are thousands throughout the country. And the root of all troubles is in the legal confusion of the 10ths of the last century and formalism of officials. And then the lawyer challenges the system ... Julia summarized the practice not only in the Irkutsk region, but also in other regions.
I convinced the defendants to unite - another 30 gardening joined the “dream” - and brought the process of protection beyond the walls of the court. To confirm her position, she wrote scientific publications. She gave dozens of interviews to newspapers and on television. I turned to the deputies. The whole country learned that in Russia more than a million hectares according to some documents are considered settlements or agricultural vehicles, and in others - forests.
And that, according to the prosecutor's office, the people who built houses there are not victims of confusion, but malicious violators of the law. The problem was paid attention to the State Duma. Julia spoke at parliamentary hearings, where, on the example of her affairs, she explained the situation. Arguments convinced the deputies - in the year the law on the "forest amnesty" was adopted.
The ownership of the disputed areas remained for citizens. Even those from whom they managed to take away the land, according to this law, were able to return it. At the end of last year, the "forest amnesty" was extended. Judicial disputes on recognition by unauthorized buildings of all houses that appeared in the Baikal villages after a year, began to revise the list of prohibited activities in Lake Baikal, remove the construction of houses, schools, kindergartens in villages from it.
Protecting people who were forced to demolish their homes, Julia reached the working group under the Ministry of Natural Resources of the Russian Federation. The ban on the construction was canceled. Residents of dozens of settlements in the Irkutsk region and in Buryatia got the opportunity to build housing and other facilities, not afraid of new claims about demolition.
Today, Julia Saenko is invited as an expert to federal departments - she helps to understand problematic issues on examples from judicial practice. In the same year, she began to practice criminal defense. Her first process about the attack on the state forest inspector in the Republic of Buryatia also thundered throughout Russia.
